4. Subjects required to receive occupational safety training

According to Decree 44/2016/NĐ-CP and Decree 140/2018/NĐ-CP, those required to attend occupational safety and hygiene training include:

4.1. Group 1 training

Heads of units, production and business establishments, departments, and branches; heads of production, business, and technical departments; workshop managers or equivalent; deputy heads of units.

Full-time or part-time occupational safety and hygiene staff at establishments; persons directly supervising occupational safety and hygiene at workplaces.

4.3. Group 3 training

Workers engaged in jobs with strict occupational safety and hygiene requirements, as listed in the List of jobs with strict occupational safety and hygiene requirements issued by the Ministry of Labour – Invalids and Social Affairs in Circular 06/2020/TT-BLĐTBXH.

4.4. Group 4 training

Workers not belonging to groups 1, 3, 5, 6, including apprentices, trainees, and probationers working for employers.

4.5. Group 5 training

According to Article 73 of the Law on Occupational Safety and Hygiene, medical staff (health workers) are responsible for healthcare and health management of workers in production establishments. Medical staff are responsible for advising, directly managing workers’ health with main duties including: developing first aid plans, providing essential medicines and emergency care, organizing first aid, and supporting worker training at the establishment.

4.6. Group 6 training

Occupational safety and hygiene workers as prescribed in Article 74 of the Law on Occupational Safety and Hygiene.

5. Training duration for groups 1, 2, 3, 4, 5, 6

5.1. Initial training duration

  • Group 1 and Group 4: Minimum training time is 16 hours.
  • Group 2: Minimum training time is 48 hours, spread over multiple days during office hours.
  • Group 3: Minimum of 24 hours.
  • Group 5: Minimum total training time is 16 hours, including assessment time.
  • Group 6: Minimum training time is 4 hours.

5.2. Periodic training duration

  • For groups 1, 2, 3, 5, 6: Every 2 years.
  • For Group 4: Once every year.

In the periodic training program, note the training time:

  • Provide full training time for new content.
  • Provide 50% of training time for content that is repeated from previous training.

Businesses are eligible for funding support (as prescribed in Clause 4, Article 56 of the Law on Occupational Safety and Hygiene) when meeting all the following conditions:
