b. Training duration

Occupational safety training duration depends on many factors such as type of work, profession… However, the exact training duration of each group is regulated in article 19 of Decree 44/2016/ND-CP

• Group 1: 16 hours
• Group 2: 48 hours
• Group 3: 24 hours
• Group 4: 16 hours
• Group 5: 16 hours
• Group 6: 4 hours

c. Training content

Occupational safety training content includes knowledge and skills necessary to minimize the risk of occupational accidents, ensuring the safety of workers and enterprise assets. Specifically, occupational safety training may include the following content:

1. Knowledge of occupational safety law, regulations on occupational safety of the state and enterprises.
2. Knowledge of risks and types of occupational accidents in the workplace.
3. Skills and methods of using personal protective equipment and collective protective equipment.
4. Methods to minimize risks of occupational accidents, ensuring safety during work.
5. How to handle dangerous situations and organize rescue when occupational accidents occur.
6. Knowledge of protecting the working environment.

In addition, training content may be adjusted to suit each type of profession and specific working conditions.

d. Certificate of occupational safety training

Certificate of occupational safety and hygiene training

• The sample certificate of occupational safety and hygiene training is described in detail in form 08 appendix II of Decree 44/2016/ND-CP and it is issued for groups 1, 2, 5, 6.
• Accordingly, the sample certificate has the size of 13 cm x 19 cm, its cover is sky blue.

Occupational safety card

• The sample occupational safety card is described in detail in form 06 appendix II of Decree 44/2016/ND-CP
• Group 3 workers will be issued occupational safety card (in practice also called occupational safety certificate group 3).
• Accordingly, the sample card has the size of 60 mm x 90 mm, the content on the front and back is shown as below.

The employer can issue group 3 occupational safety cards to trained employees after passing the test requirements and having a labor contract between both parties.

Training monitoring book

• The sample monitoring book for groups 1, 2, 5, 6 is described in detail in form 09 appendix II of Decree 44/2016/ND-CP.
• The sample monitoring book for group 3 is described in detail in form 10 appendix II of Decree 44/2016/ND-CP
• The sample monitoring book for group 4 is described in detail in form 11 appendix II of Decree 44/2016/ND-CP
• For group 4, only the monitoring book is issued without an occupational safety certificate group 4.

3. Employment issues in Dak Nong

• • Dak Nong Province is one of the poorest provinces in Vietnam, with an economy mainly based on agriculture and forestry. According to the report of the General Statistics Office, the unemployment rate of Dak Nong Province in 2020 was 3.77%, lower than the national average of 4.53%. However, the rate of rural laborers without vocational training reached 57.3%, much higher than the national average of 34.1%, showing that the demand for vocational training and skills development for workers in Dak Nong Province is still very high.
  • The occupations with labor demand in Dak Nong include: agriculture, wood processing, agricultural product processing, tourism, and construction.
