1. Overview of Writing Pens
a. What is a Writing Pen?
A writing pen is an office tool used for writing or drawing. A writing pen typically consists of a pen body, where ink is stored, and a pen tip that can write on paper or other surfaces. Common types of writing pens include ballpoint pens, fountain pens, stylus pens, and various other types.
Ballpoint pens use gel or water-based ink, while fountain pens use thicker ink stored in an ink reservoir or ink cartridge. Stylus pens are usually designed to work with electronic devices such as mobile phones or tablets.
b. Types of Machinery for Pen Manufacturing
The pen manufacturing process is typically carried out on automated production lines and involves various types of machinery. Below are some common machines used in pen production:
- Injection Molding Machine: This machine is used to inject plastic into molds to create main pen components such as the pen body and cap.
- Metal Stamping Machine: Used to shape and cut metal parts, such as the base of the pen tip or other pen components.
- Pen Nib Making Machine: Used to manufacture pen tips, the part that transfers ink from the pen to paper.
- Printing Machine: Used to print logos, brand names, or other graphics on the pen surface.
- Assembly Machine: Used to assemble all the different components of a pen into a complete product.
- Quality Control Machine: This machine is used to inspect the quality of each product, including checking the tightness of the pen tip, ink flow, and other components.
- Packaging Machine: Used to package pens into final packaging for shipping and retail.
c. Pen Manufacturing Companies in Vietnam

2. Overview of Occupational Safety Training for Pen Manufacturing
This article focuses on Group 3, because Group 3 directly participates in the production process and faces the highest occupational safety risks. For other groups, see here.
a. What is Group 3 Occupational Safety Training?
- Group 3 occupational safety training consists of sessions that provide workers with awareness on how to prevent occupational accidents.
- This training course helps workers recognize and avoid hazards, reducing the risks of occupational accidents during work.

b. Training Duration
Initial Safety Training Duration
- Total training time is at least 24 hours, including examination time.
- 8 hours of theoretical study on policies, laws on occupational safety and hygiene
- 8 hours of theoretical study on basic knowledge of occupational safety and hygiene
- 4 hours of theoretical study on specialized training content
- 2 hours of practical training on specialized content
- 2 hours of theoretical examination at the end of the training course
The safety training center schedules multiple sessions depending on workers’ availability. Typically, there are 6 training sessions over 3 days, provided the manufacturing company can allocate continuous learning time.
Periodic Safety Training Duration
- Before the occupational safety card expires, workers must undergo periodic occupational safety training, with periodic training duration being at least 50% of the initial training duration.
Explanation: The total duration of periodic occupational safety training is at least 12 hours, including examination time. Upon completion and passing the test, workers are reissued and their occupational safety card is renewed.

d. Occupational Safety Card
After completing the occupational safety training and passing the test, workers will be issued a Group 3 occupational safety card (commonly called a Group 3 occupational safety certificate).
The Group 3 safety card clearly displays information such as full name, date of birth, job position, and specific work environment. It also includes training duration, a red stamp, and a signature confirming course completion.
According to the regulations on issuing safety cards specified in Clause 2 of Article 24 of Decree 44/2016/ND-CP, there are two cases:
- If the employer and employee have a labor contract, the employer must sign, stamp, and authenticate the safety card for Group 3 trainees after they complete the training from an occupational safety training unit and pass the test.
- If the worker is freelance or temporary, without a labor contract, the training unit must sign, stamp, and authenticate the safety card for the worker after they complete the training from the occupational safety training unit and pass the test.
