In fact, according to Appendix 2 of Decree 44/2016/ND-CP, it is stipulated that only three main forms are issued to workers in different groups upon completing training:

    • These tasks involve high risks of workplace accidents and are specifically listed in the List of Jobs with Strict Occupational Safety and Hygiene Requirements issued by the Ministry of Labor – Invalids and Social Affairs. Both employers and employees can refer to the official Ministry website to verify and determine the requirements for safety certification.
  • Workers operating equipment with strict occupational safety and hygiene requirements:

Basic requirements

  • Age
    • Male: Minimum 18 years old up to 60 years and 3 months.
    • Female: Minimum 18 years old up to 55 years and 4 months.
  • Health
    • Physical health: Sufficient health to safely perform work and meet the health requirements specified for each specific task.
    • Mental health: Stable mental condition, free from psychological disorders that affect safe work performance.
  • Education
    • Minimum requirement: No minimum educational level required.
    • Additional requirement: Ability to understand safety instructions, training materials, and communicate effectively in Vietnamese.
  • Basic skills
    • Hazard awareness: Recognize potential hazards in the workplace related to one’s job role.

b. Occupational Safety Training Certificate

  • Occupational Safety Training Certificate (Group 1,2,5,6 Certificate) is an occupational safety certificate for employees who do not regularly perform high-risk jobs or are indirectly involved in hazardous tasks, while also taking on management roles related to occupational safety or managing departments at the workplace.

Definition: The Group 4 Trainee Monitoring Book is issued to employees who do not perform high-risk tasks, whose jobs are low-risk and generally safe.

d. Duration of Occupational Safety Certificate Validity

The validity period for an occupational safety certificate is stipulated in Article 25 of Decree 44/2016/ND-CP, amended by Decree 140/2018/ND-CP:

  • Training certificate and Safety card are valid for 2 years.
  • For Group 4, the validity of the training record book for Group 4 trainees is 1 year, as regulated in Clause 2 of Article 21, Decree 44/2016/ND-CP.
  • Within 30 days before the training certificate, safety card, or Group 4 training record book expires, the employer must prepare a list of personnel along with training results or documents proving updated occupational safety and hygiene knowledge and skills, in accordance with Clause 1, Article 21 of Decree 44/2016/ND-CP. This list should be submitted to the training organization or used for periodic occupational safety training following Articles 26 and 29 of Decree 44/2016/ND-CP. If training results meet the requirements, a new certificate, safety card, or Group 4 training record book will be issued as regulated.

The center will issue the appropriate occupational safety certificate depending on the nature of the employee’s work. Possessing an occupational safety certificate is mandatory for employees in any work environment.

    • Minimum training time: 24 hours, including both theoretical and practical sessions.
  • Occupational Safety Training Certificate:
