2. Overview of the occupational safety training course in the construction industry

a. What is occupational safety training in the construction industry?

• Occupational safety training in the construction industry consists of training sessions to equip workers with awareness of how to prevent occupational accidents. Accordingly, people working in the construction industry are subjects belonging to group 3.
• The occupational safety training course will help workers recognize and prevent dangers, and limit the risks of occupational accidents while working.

b. Training duration

Initial safety training duration

• The total training duration is at least 24 hours, including the test time.
• 8 hours of theoretical study on the system of policies and laws on occupational safety and health
• 8 hours of theoretical study on basic knowledge of occupational safety and health
• 4 hours of theoretical study on specialized training content
• 2 hours of practical training on specialized training content
• 2 hours of theoretical testing at the end of the training course

The safety training center will distribute the time into many training sessions depending on the time arrangement for employees. But usually, there will be 6 training sessions, the course will take place in 3 days, provided that the manufacturing company can arrange continuous study time.

Periodic safety training duration

• Before the occupational safety card expires, if a worker wants to have it reissued, they must undergo a periodic occupational safety training course, with the periodic safety training duration being at least 50% of the initial safety training duration.

Explanation: the total periodic occupational safety training duration is at least 12 hours, including the test time. After completing the periodic training course and passing the test, the worker will be reissued or have their occupational safety card renewed.

d. Occupational safety training certificate

After completing the occupational safety training course and passing the test, the worker will be issued a Group 3 occupational safety certificate.

In which, the occupational safety card will clearly show information such as: full name, date of birth, specific job and working environment. At the same time, it also has the training duration, a red stamp, and a signature confirming the completion of the training course.

According to the regulations on issuing safety cards specified in clause 2 Article 24 of Decree 44/2016/ND-CP, it is divided into 2 cases:

1. In the case where the employer and the employee have an employment contract with each other, the employer must sign, stamp, and seal the safety card for the trainee belonging to Group 3 after undergoing the training course from the occupational safety training unit and passing the test.
2. In the case where the worker is a freelancer, seasonal, without an employment contract, the training unit must sign, stamp, and seal the safety card for the worker after undergoing the training course from the occupational safety training unit and passing the test.

3. Recognizing hazards in the construction industry

The construction industry is a high-risk industry for occupational safety issues, according to statistics from the Ministry of Labor – Invalids and Social Affairs in 2021, the construction industry accounts for 9.73% of the total number of occupational accidents and 10.26% of the total number of deaths. Below are the hazards that can occur in the construction industry:

• Incorrectly installed scaffolding, open walls, holes on the floor, stairs, and no safety harness can lead to falls.
• Uncovered steel bars can pierce people.
• Tools and equipment can fall from a height, which can hit the heads of workers, even if they wear helmets.
• People, materials, and equipment standing near the excavation pit can cause landslides, pit collapse, burial, and can be fatal.
• Electrical equipment or damaged wires can also cause electric shock.
• The operating area of large, heavy machinery is quite wide, so there will be many blind spots that the operator cannot see.
• Although not immediately visible, incorrect working posture is also a cause of unsafe risks.
• Machinery can malfunction, break down, or fall over. Carelessness when operating equipment and machinery can also cause accidents and injuries.
• Fires and explosions caused by machinery faults, chemicals, and electrical shorts.

4. Accidents in the construction industry

Occupational accidents in construction are currently an issue that ministries and agencies are paying attention to. Construction accidents can cause significant injuries, even death, causing grief to relatives and a burden on the family and society. So let’s identify the following construction accidents, to have a way to prevent them.

• In April 2006, at a high-rise building construction site in Tan An City, a 6-story building that was in the final stages of completion collapsed. The accident killed 7 workers and injured 8 others.
• In December 2015, during the dismantling of the old bridge and the construction of the new Tan An Bridge, a worker fell from the construction site into the river and was swept away by the strong current.
• In June 2020, at the construction site of the new Tien Giang General Hospital, while using crane number 3 to lift the operating floor of the elevator shaft Zone 1 from the 5th floor to the 6th floor, the operating floor tilted, causing 3 workers to fall from the 6th floor into the elevator shaft, one person died.
• In August 2020, at a townhouse construction site in My Hanh Nam commune, Duc Hoa district, Long An province, when workers were dismantling the scaffolding of the first-floor window awning, the concrete awning fell on the group of workers, killing 2 people on the spot and injuring 6 others.

5. Safety measures for the construction industry

• Electrical equipment and machinery are regularly checked for operating features, electrical leakage, and exposed wires.

• Using a safety harness for workers on scaffolding as well as personal fall protection systems is very important to prevent falls from dangerous heights.
• Use fabric or specialized equipment to cover the sharp ends of steel bars, which are dangers that can cause puncture.
• Items, materials, equipment, and tools must be kept in a safe place, fenced, and secured.
