a. What is Labor Safety Training for Scrap Recycling?

• Labor safety training for scrap recycling consists of sessions that provide awareness on how to prevent workplace accidents for workers. Accordingly, individuals directly involved in scrap recycling belong to Group 3.
• The labor safety training course will help workers recognize and prevent dangers, and limit the risks of workplace accidents while working.

b. Training Duration

Initial Safety Training Duration

• Total training time is at least 24 hours, including the examination time.
• 8 hours of theory on the system of labor safety and hygiene policies and laws
• 8 hours of theory on basic knowledge of labor safety and hygiene
• 4 hours of theory on specialized training content
• 2 hours of practical training on specialized content
• 2 hours for a final theoretical exam at the end of the course

The safety training center will divide the time into multiple sessions depending on the arrangement for the employees. However, there are usually 6 training sessions, and the course takes place over 3 days, provided that the company can arrange continuous study time.

Periodic Safety Training Duration

• Before the labor safety card expires, if the employee wants it to be re-issued, they must undergo periodic labor safety training, with the periodic safety training duration being at least 50% of the initial safety training duration.

Explanation: the total periodic labor safety training time is at least 12 hours, including the examination time. After completing the periodic training course and passing the required exam, the employee will be re-issued or have their labor safety card renewed.

d. Labor Safety Card

After completing the labor safety training course and passing the exam, the employee will be issued a labor safety card (commonly referred to as a Group 3 labor safety certificate).

This Group 3 safety card will clearly show information such as full name, date of birth, specific job, and working environment. It also includes the training duration, a red seal, and a signature confirming the completion of the training course.

According to the regulations on safety card issuance detailed in clause 2 of Decree 44/2016/ND-CP, article 24, there are two cases:

• In cases where the employer and the employee have a labor contract, the employer must sign, seal, and inter-seal the safety card for the Group 3 trainee after they have completed the course from the training provider and passed the exam.
• In cases where the employee is a freelancer, seasonal worker, and does not have a labor contract, the training provider must sign, seal, and inter-seal the safety card for the employee after they have completed the labor safety training course and passed the exam.

• When collecting scrap, workers may face the risk of being bitten or contracting diseases from animals such as rats, insects, etc.
• During the transportation of scrap, vehicles can collide with each other, leading to traffic accidents.
