1. Overview of Chan Hung Industrial Park

a. History of Chan Hung Industrial Park

Through many stages and changes, Chan Hung Industrial Park has witnessed continuous transformation in its formation and development process. From a bold decision by the Government, to the obstacles and challenges encountered, let us explore the arduous yet hopeful journey of one of the most notable industrial parks in Vietnam.

According to Decision 1107/QD-TTg dated 21/08/2006 by the Prime Minister, Chan Hung Industrial Park was approved as an addition to the general planning of industrial parks in Vietnam. With a planned area of up to 80 ha, it was expected to become an attractive destination for investment and job creation for local people.

The People’s Committee of Vinh Phuc province assigned the Vietnam Glass and Ceramics Corporation – Ministry of Construction (VIGLACERA) as the main investor in charge of construction and infrastructure business of Chan Hung IP on 29/08/2006, under Decision No. 2045/QD-UBND. However, not everyone fully understood the opportunities and challenges that this industrial park would bring.

On 30/11/2007, the People’s Committee of Vinh Phuc province approved the 1/2000 master plan for Chan Hung Industrial Park with a planned land area of 131.31 ha. Unfortunately, unexpected obstacles reduced this area to 129.75 ha according to Decision No. 1975/QD-UBND dated 31/07/2013. Despite difficulties in compensation, site clearance, and land allocation procedures, Chan Hung IP continuously made efforts to implement construction and infrastructure development.

On 06/09/2014, Chan Hung Industrial Park was transferred to a new investor, FLC Group Joint Stock Company, under Decision No. 2420/QD-UBND by the People’s Committee of Vinh Phuc province. However, FLC faced many difficulties regarding compensation, site clearance, and investment procedures under the new Investment Law. With the intention to seek a new investor through land use rights auction, the People’s Committee of Vinh Phuc province withdrew and canceled all decisions related to assigning the Chan Hung IP project to FLC.

With a favorable geographical location, Chan Hung Industrial Park is located in Chan Hung commune, Vinh Tuong district. It borders National Highway 2A, the Vinh Yen – Viet Tri route, and connects with the railway corridor in the north. Being 38 km from Noi Bai International Airport, 58 km from Hanoi city center, 15 km from Vinh Yen city, and 176 km from Hai Phong port, Chan Hung IP promises to be an ideal location for businesses and investors.

Currently, after being retrieved from the previous investor FLC, Chan Hung Industrial Park is still searching for a new infrastructure investor. However, Vinh Phuc province is making efforts to resolve related issues and find a capable new investor to implement the project. Hopefully, in the near future, Chan Hung Industrial Park will officially begin operation and bring economic development opportunities for the locality and the country.

a. What is occupational safety training?

• The occupational safety training in Vinh Phuc is an intensive training program on occupational safety for those working in industries such as manufacturing, construction, production, and other high-risk sectors. This training program is organized by Nam Viet’s occupational safety training centers at Chan Hung Industrial Park.
• In this course, participants will be provided with the necessary knowledge and skills to ensure safety for themselves and their colleagues at work. Training topics include legal regulations on occupational safety, identifying and assessing potential risks, methods for inspecting and maintaining safety equipment, first aid skills, and handling emergency situations.
• For enterprises, providing occupational safety training to employees not only enhances their capacity and work efficiency but also ensures compliance with labor safety regulations and reduces occupational accident risks during production and business activities.

b. Training duration

Occupational safety training duration depends on many factors such as job type, industry… However, the exact training duration for each group is specified in Article 19 of Decree 44/2016/ND-CP

• Group 1: 16 hours
• Group 2: 48 hours
• Group 3: 24 hours
• Group 4: 16 hours
• Group 5: 16 hours
• Group 6: 4 hours

c. Training content

Occupational safety training content includes essential knowledge and skills to minimize occupational accident risks, ensuring worker and enterprise asset safety. Specifically, occupational safety training may cover the following:

1. Knowledge of labor safety laws, state and enterprise regulations on occupational safety.
2. Knowledge of risks and types of occupational accidents in the workplace.
3. Skills and methods of using personal protective equipment and common protective equipment.
4. Methods to minimize occupational accident risks and ensure safety during work processes.
5. How to handle dangerous situations and organize rescue operations in case of occupational accidents.
6. Knowledge of workplace environmental protection.

Additionally, the training content can be adjusted according to each industry and specific working conditions.

d. Occupational safety training certificate

Occupational safety and hygiene training certificate

• The sample of occupational safety and hygiene training certificate is described in Form 08, Appendix II of Decree 44/2016/ND-CP and is issued to groups 1, 2, 5, 6.
• The certificate has dimensions of 13 cm x 19 cm, with a light blue cover.

• The inside of the certificate has a white background, and its content is presented as shown below.

Occupational safety card

• The occupational safety card is described in detail in Form 06, Appendix II of Decree 44/2016/ND-CP.
• Workers in group 3 will be issued an occupational safety card (commonly referred to as a safety certificate group 3).
• The card has dimensions of 60 mm x 90 mm, with front and back content as shown below.

The employer may issue group 3 safety cards to trained workers after passing the required assessment and having a labor contract between both parties.

Training record book

• The training record book for groups 1, 2, 5, 6 is described in detail in Form 09, Appendix II of Decree 44/2016/ND-CP.
• The training record book for group 3 is described in detail in Form 10, Appendix II of Decree 44/2016/ND-CP.
• The training record book for group 4 is described in detail in Form 11, Appendix II of Decree 44/2016/ND-CP.
• For group 4, only the training record book is issued, without a group 4 safety certificate.
