a. History of the formation of Hung Dao Industrial Park

Hai Duong, Vietnam – After a long journey full of hardships and challenges, Hung Dao Industrial Park located in Hai Duong Province has become a symbol of efforts and aspirations for national economic development. According to the general planning for developing Industrial Parks in Vietnam, Hung Dao Industrial Park was approved in 2006 under Decision No. 1107/QD-TTg of the Prime Minister. With a planned area of 200 hectares and a location in Tu Ky District, Hai Duong Province, Hung Dao Industrial Park promised to contribute significantly to economic growth and job creation in this region.

However, after the Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) was assigned the responsibility for investing in infrastructure construction of Hung Dao Industrial Park, the planning and project implementation faced many difficulties. The investor VIDIFI failed to complete the planning work on schedule, leading Hai Duong Province to request project withdrawal in 2018 due to lack of capacity and experience in implementing industrial park projects.

Although the Standing Committee of Hai Duong Province allowed VIDIFI to cooperate with other investors with the capacity and experience to build Hung Dao Industrial Park, the project still showed no significant progress. In August 2019, VSIP Hai Duong Co., Ltd proposed to be assigned research, survey, and planning for Hung Dao Industrial Park, but until now, the wait continues.

The delay in constructing Hung Dao Industrial Park has contributed to the loss of economic development potential and job creation for the region. This not only affects Hai Duong Province but also raises concerns among residents and businesses hoping for a brighter future.

With the lessons from the development of Hung Dao Industrial Park, there is a need for change and improvement in management and implementation of industrial park projects to ensure sustainable economic development. Occupational safety training duration depends on many factors such as type of work, industry… However, the exact duration for each group is regulated in Article 19 of Decree 44/2016/ND-CP

• Group 1: 16 hours
• Group 2: 48 hours
• Group 3: 24 hours
• Group 4: 16 hours
• Group 5: 16 hours
• Group 6: 4 hours

c. Training content

Occupational safety training content includes the knowledge and skills necessary to minimize workplace accident risks, ensuring safety for workers and company assets. Specifically, the training may cover:

d. Occupational safety training certificate

• The certificate form is described in Form 08, Appendix II of Decree 44/2016/ND-CP and is issued to groups 1, 2, 5, 6.
• The certificate measures 13 cm x 19 cm, with a sky-blue outer cover.

Occupational safety card

• The occupational safety card form is described in detail in Form 06, Appendix II of Decree 44/2016/ND-CP
• Workers in group 3 will be issued an occupational safety card (commonly known as occupational safety certificate for group 3).
• The card measures 60 mm x 90 mm, with details shown in the images below.

The employer may issue a group 3 occupational safety card to the trained employee after they pass the assessment and have a labor contract between both parties.

Training record book

• The training record book for groups 1, 2, 5, 6 is described in Form 09, Appendix II of Decree 44/2016/ND-CP.
• The training record book for group 3 is described in Form 10, Appendix II of Decree 44/2016/ND-CP
• The training record book for group 4 is described in Form 11, Appendix II of Decree 44/2016/ND-CP
• For group 4, only a record book is issued without an occupational safety certificate.
