Lai Vu, a small industrial park located in Hai Duong province, has gone through a journey of development full of fluctuations and challenges. Established from the decisive decision of an industry falling into crisis, Lai Vu Industrial Park has risen to become one of the important investment attraction destinations in Vietnam.

Originating from Lai Vu Shipbuilding Industrial Park, an achievement approved by the government in 2006, this industrial park initially had a planned area of 212 ha. However, the road to success has not always been wide and smooth.

On June 25, 2007, Lai Vu Shipbuilding Industrial Park was officially established under the decision of Hai Duong Provincial People’s Committee, with the participation of Vietnam Shipbuilding Industry Group (VINASHIN) – a multinational corporation focusing on the shipbuilding industry. However, from this point on, the industrial park began to face difficulties due to the impact of VINASHIN’s crisis in 2010.

To restructure VINASHIN and promote the development of Lai Vu Shipbuilding Industrial Park, the Prime Minister decided to hand over this project to Vietnam Oil and Gas Group (PVN) in 2010. However, PVN then faced new challenges in implementing industrial park projects.

Then on April 7, 2014, PVN decided to hand over the entire Lai Vu Industrial Park to Hai Duong province for management, in order to create more favorable conditions for the development and effective management of this park. With determination and continuous effort, Hai Duong province has proactively built and developed Lai Vu Industrial Park towards a multi-industry direction, attracting investment and creating jobs for the locality.

a. What is occupational safety training?

• The occupational safety training course in Hai Duong is an intensive training program on labor safety for people working in industries, construction, manufacturing, and sectors with high risks of occupational accidents. This course is organized by Nam Viet’s occupational safety training centers at Lai Vu Industrial Park.
• In this course, trainees will be provided with the necessary knowledge and skills to ensure safety for themselves and colleagues during work. Training topics include legal regulations on occupational safety, identifying and assessing potential risks, methods of inspecting and maintaining safety equipment, first aid skills, and handling emergency situations.

b. Training duration

Occupational safety training duration depends on many factors such as type of job, industry… However, the exact training duration of each group is specified in Article 19 of Decree 44/2016/ND-CP

• Group 1: 16 hours
• Group 2: 48 hours
• Group 3: 24 hours
• Group 4: 16 hours
• Group 5: 16 hours
• Group 6: 4 hours

c. Contents of the training course

Occupational safety training content includes the knowledge and skills necessary to minimize the risk of occupational accidents, ensuring safety for workers and business assets. Specifically, occupational safety training may include the following contents:

1. Knowledge of labor safety laws, state and enterprise safety regulations.
2. Knowledge of risks and types of occupational accidents in the workplace.
3. Skills and methods of using personal protective equipment and general protective equipment.
4. Methods to minimize risks of occupational accidents, ensuring safety during work.
5. How to handle dangerous situations and how to organize rescue when accidents occur.
6. Knowledge of workplace environmental protection.

In addition, the training content can be adjusted to suit each type of industry and specific working conditions.

d. Certificate of occupational safety training

Occupational safety and hygiene training certificate

• The occupational safety and hygiene training certificate form is specified in Form 08 Annex II Decree 44/2016/ND-CP and issued to groups 1, 2, 5, 6.
• Accordingly, the certificate size is 13 cm x 19 cm, its outer cover is sky blue.

Occupational safety card

• The occupational safety card form is detailed in Form 06 Annex II Decree 44/2016/ND-CP
• Group 3 workers will be issued an occupational safety card (commonly referred to as occupational safety certificate for group 3).
• Accordingly, the card size is 60 mm x 90 mm, with contents on the front and back as shown below.

The employer may issue a group 3 safety card to the trained employee after passing the test and having a labor contract between the two parties.

Training record book

• The training record book for groups 1, 2, 5, 6 is detailed in Form 09 Annex II Decree 44/2016/ND-CP.
• The training record book for group 3 is detailed in Form 10 Annex II Decree 44/2016/ND-CP
• The training record book for group 4 is detailed in Form 11 Annex II Decree 44/2016/ND-CP
• For group 4, only a record book is issued without a group 4 safety certificate.
• The contents in the group 4 record book are shown as in the image below.
