The Occupational Safety Training Center was established with the purpose of supporting businesses and workers in minimizing workplace accidents. In addition, occupational safety training companies must also be evaluated and licensed by competent authorities to be qualified to provide occupational safety and hygiene training.
At the same time, to become a distinctive safety training center with a comprehensive innovation in effective teaching methods, higher standards must be met.
I. Facilities of the Occupational Safety Training Center
Controlling the conditions within the classroom environment that affect the training process will increase teaching efficiency and the trainees’ knowledge absorption.
- The classroom area is determined by the standard of 2m² per trainee, with a minimum total classroom area of 60m².
- The classroom must have natural lighting according to the current lighting standards TCXD 29:1991 and TCXD 16:1986.
- The direction of lighting must not come from the wall where the classroom board is located.

- For artificial lighting, the lighting power density must be no less than 15W/m², and the illuminance on the working plane must be at least 300 lux.
- Tables and chairs must comply with TCVN 7490 regulations, designed for a maximum of two seats, with tables and chairs being separate and independent.
- The classroom must have projection equipment and teaching aids, all properly arranged for convenient use and maintenance.
- The classroom must meet safety and technical requirements for fire prevention, electrical systems, ventilation, ensuring convenience for use, maintenance, and repairs.
- Doors and windows of the classroom must comply with current building standards, be convenient to use, and have emergency exits.
- The classroom must ensure coolness in summer and warmth in winter; floors must be easy to clean, non-slip, dry, and avoid moisture accumulation.

II. Standards for Occupational Safety Training Instructors

Instructors who provide safety training are called trainers. Trainers are capable of teaching certain curricula depending on their qualifications and experience, in accordance with the amendments in Clause 7, Article 1 of Decree 140/2018/ND-CP as follows:
1. Teaching policies and laws on occupational safety and hygiene
- Persons with a university degree or higher and at least 3 years of experience in researching, developing policies, laws, inspection, and management of occupational safety and hygiene;
- Persons with a college degree and at least 4 years of experience in researching, developing policies, laws, inspection, and management of occupational safety and hygiene.
2. Teaching occupational safety and hygiene operational knowledge and basic knowledge of occupational safety and hygiene
- Persons with a university degree or higher and at least 3 years of experience in developing or implementing occupational safety and hygiene work;
- Persons with a college degree and at least 4 years of experience in developing or implementing occupational safety and hygiene work;
- Persons working in occupational safety and hygiene at enterprises who do not fall under the above two categories and have at least 5 years of occupational safety and hygiene experience.
3. Teaching theoretical specialized content
- Persons with a university degree and specialization suitable for the training subject and at least 3 years of experience in developing and implementing occupational safety and hygiene work;
- Persons with a college degree and specialization suitable for the training subject and at least 4 years of experience in developing and implementing occupational safety and hygiene work.
4. Teaching practical occupational safety and hygiene
- Practical training group 2: Persons with a college degree or higher, suitable specialization, and proficiency in practical work with machines, equipment, chemicals, applied according to the training program framework;
- Practical training group 3: Persons with intermediate-level or higher education, suitable specialization; with at least 3 years of experience in jobs with strict occupational safety and hygiene requirements or related to occupational safety and hygiene at workplaces relevant to training;
- Practical training group 4: Persons with technical intermediate education or higher, suitable specialization or at least 3 years of practical work experience in the training field;
- Persons working in occupational safety and hygiene at enterprises who do not fall under the above three groups but have at least 4 years of occupational safety and hygiene work experience may be trained according to the relevant groups’ regulations based on experience;
- Practical training for first aid and emergency rescue: Persons with a college degree or higher in medical specialty and at least 3 years of direct experience in first aid or a medical doctor.
Every 5 years, trainers must attend refresher courses to update knowledge, information, policies, laws, science, and technology on occupational safety and hygiene.
Except trainers for first aid and those with a university degree or higher with at least 3 years of experience in researching, developing policies, laws, inspection, and management of occupational safety and hygiene.
III. Standards of an Occupational Safety Training Center

An occupational safety and hygiene training center is considered to meet standards when it satisfies the following criteria:
1. Business Registration Certificate
Business Registration Certificate is a document or electronic file issued by the Business Registration Authority, recording information about the business registration.
This certificate is issued by the State administrative agency, acknowledging the basic business information and serving as the legal basis for protecting the enterprise’s name ownership rights. The education and training sector must also be included in the business registration’s field of activities.
The Business Registration Certificate is a basic document and minimum condition that an occupational safety training center must have.
2. Certificate of Eligibility for Occupational Safety Training Activities
Training organizations are classified into 3 types according to the complexity and nature of the training subjects as follows:
A. Conditions for organizing Category A training for groups 4 and 6:
- Have or contract to rent or cooperate to have at least 1 classroom with an area of at least 30 m2;
- Have at least 2 full-time trainers for legal and operational content and 1 trainer for first aid and occupational accident rescue;
- Have training materials suitable for the training subjects, developed according to the training framework specified in this Decree;
- Machines, equipment, factories, training venues must ensure occupational safety and hygiene according to Clause 1, Clause 2 of Article 16 of the Law on Occupational Safety and Hygiene.
B. Conditions for organizing Category B training for groups 1, 4, 5, and 6:
- Have or contract to rent or cooperate to have at least 1 classroom with an area of at least 30 m2;
- Have or contract to rent or cooperate to have machines, equipment, chemicals, workshops, and practical areas ensuring occupational safety and hygiene requirements suitable for the registered training specialty;
- Have at least 4 full-time trainers for legal and operational content, including 1 trainer for specialized and practical content appropriate to the registered specialty, and 1 trainer for first aid and occupational accident rescue;
- Have training materials suitable for the training subjects, developed according to the framework in Appendix IV of Decree 44/2016/ND-CP and amended in Article 2 of Decree 140/2018/ND-CP;
C. Conditions for organizing Category C training for groups 1, 2, 3, 4, 5, and 6:
- Have or contract to rent or cooperate to have at least 1 classroom with an area of at least 30 m2;
- Have or contract to rent or cooperate to have machines, equipment, chemicals, workshops, and practical areas ensuring occupational safety and hygiene requirements suitable for the registered specialty. Machines, equipment, materials, chemicals, and practical training venues must comply with occupational safety and hygiene regulations; the practical training area must be at least 300 m2;
- Have at least 4 full-time trainers for legal and operational content, including 1 trainer for specialized and practical content appropriate to the registered specialty, and 1 trainer for first aid and occupational accident rescue;
- Have training materials suitable for the training subjects, developed according to the framework specified in Appendix IV of Decree 44/2016/ND-CP and amended in Article 2 of Decree 140/2018/ND-CP;
When an enterprise meets the conditions listed above, it will be issued a Certificate of Eligibility for Occupational Safety Training Activities corresponding to the training category, granted by the Department of Occupational Safety.
