The 6 groups of occupational safety training result from classifying workers based on the nature of their work. Each group corresponds to a specific occupational safety and hygiene category. For each group, there are appropriate training durations and training contents.
According to Article 17 of Decree 44/2016/ND-CP and amendments in Section 5, Article 1 of Decree 140/2018/ND-CP, workers undergoing occupational safety training are divided into corresponding occupational safety and hygiene groups based on specific job characteristics.
REGISTER FOR OCCUPATIONAL SAFETY TRAINING SERVICE
1. Group 1: Managers responsible for occupational safety and hygiene
Group 1 includes heads of units, production and business facilities, departments, and branches; managers of production, business, technical departments; foremen or equivalents.
Deputy heads assigned to manage occupational safety and hygiene tasks according to this clause are also included.
Officials (leaders) who do not directly participate in production work, such as: General Director, Deputy General Director, heads or deputy heads of departments (units) of companies or branches; responsible for production, business, technical departments.

2. Group 2: Personnel working in occupational safety and hygiene
Group 2 includes specialized and semi-specialized staff on occupational safety and hygiene of the facility;
Persons directly supervising occupational safety and hygiene at the workplace.
Occupational safety personnel are those who perform tasks such as:
- Developing internal rules, procedures, and safety measures and supervising their implementation.
- Managing, monitoring, and strictly declaring machinery and materials.
- Information dissemination and communication.

3. Group 3: Workers performing jobs with strict occupational safety and hygiene requirements
These are workers performing jobs listed in the List of jobs requiring strict occupational safety and hygiene or those working with equipment listed in the List of equipment requiring strict occupational safety and hygiene issued by the Ministry of Labor, Invalids and Social Affairs.
Group 3 is subdivided into types depending on working environment and job nature.
When Group 3 workers complete training and pass the test, they are issued a Group 3 occupational safety card.
Positions that may belong to Group 3 include workers, maintenance, repair, security, head chef, stevedores, technicians, team leaders, technical staff, employees…
Note: Positions may vary but must work in strict environments exposed to factors potentially hazardous to workers.

Group 3: Workers performing jobs with strict occupational safety and hygiene requirements
4. Group 4: Workers not belonging to Groups 1, 2, 3, or 5 in the 6 occupational safety training groups
Group 4 includes apprentices, interns, and probationary workers for employers.
Group 4 does not receive occupational safety certificates but only has a training monitoring book for Group 4 workers.
Positions possibly in Group 4 include workers without positions, not involved in safety tasks, working under normal, non-hazardous conditions.

Group 4: Workers not belonging to Groups 1, 2, 3, or 5 in the 6 occupational safety training groups
5. Group 5: Medical personnel
Group 5 includes advisors assisting leadership and directly managing workers’ health, such as:
- Developing first aid plans, equipment, and accident emergency scenarios.
- Planning medical examinations.
Organizing regular medical treatments and providing emergency care for workplace accidents.
Possible positions in Group 5: Doctors, medical officers, medical staff, nurses…

6. Group 6: Safety and hygiene staff according to Article 74 of the Occupational Safety and Hygiene Law within the 6 occupational safety training groups
Group 6 consists of safety and hygiene staff who are direct workers, knowledgeable in occupational safety and hygiene technical expertise; voluntarily and exemplarily comply with safety and hygiene regulations and are elected by workers in the team.
Safety and hygiene staff have the duty to urge, remind, and guide team members, workshops, and departments to strictly follow safety and hygiene regulations, supervise implementation of standards, norms, procedures, and rules; detect shortcomings, violations, and unsafe conditions of machines, equipment, materials, substances, and workplaces.
Positions in Group 6 safety and hygiene staff may include: team leaders, foremen, shift leaders, line leaders…

Group 6: Safety and hygiene staff as stipulated in Article 74 of the Occupational Safety and Hygiene Law within the 6 occupational safety training groups
Note: Groups 1, 2, 5, and 6 share the same occupational safety certificate template, which is the occupational safety training certificate.
