In 2009, Phuc Yen Industrial Park was approved by the Prime Minister to be added to the planning of industrial parks in Vinh Phuc province with a projected area of 150 ha. However, it was not easy to achieve these ambitious goals. During implementation, the project encountered many difficulties and obstacles.

Phuc Ha Infrastructure Investment and Development Joint Stock Company was granted the Investment Certificate in 2010 and became the project investor. However, the investment progress did not follow the original plan, causing many stagnations and delays. For this reason, the Investment Certificate was revoked in 2016, leaving the project without an investor.

Nevertheless, the belief in the development potential of Phuc Yen Industrial Park never faded. With the determination of local leaders and support from the Government, in 2022, the project on investment, construction, and infrastructure business of Phuc Yen Industrial Park was approved by the Prime Minister. This project covers an area of 111.3376 ha and is located in Phuc Thang Ward and Nam Vien Ward, Phuc Yen City, Vinh Phuc Province.

a. What is occupational safety training?

• The occupational safety training in Vinh Phuc course is an intensive training program on labor safety for people working in industry, construction, manufacturing, and high-risk occupations. This training course is organized by Nam Viet’s occupational safety training centers at Phuc Yen Industrial Park.
• In this course, learners will be provided with the necessary knowledge and skills to ensure safety for themselves and colleagues during work. The training topics include legal regulations on occupational safety, identification and assessment of potential risks, methods of inspecting and maintaining safety equipment, first aid skills, and handling emergencies.

Occupational safety training duration depends on many factors such as job type, industry… However, the exact training duration for each group is regulated in Article 19 of Decree 44/2016/ND-CP

• Group 1: 16 hours
• Group 2: 48 hours
• Group 3: 24 hours
• Group 4: 16 hours
• Group 5: 16 hours
• Group 6: 4 hours

c. Training content

Occupational safety training content includes the knowledge and skills necessary to minimize the risk of workplace accidents, ensuring the safety of workers and company assets. Specifically, occupational safety training may include the following:

1. Knowledge of occupational safety laws, state and company safety regulations.
2. Knowledge of risks and types of workplace accidents.
3. Skills and methods of using personal protective equipment and collective protective equipment.

d. Occupational safety training certificate

Occupational safety and hygiene training certificate

• The certificate form is specified in form 08, appendix II of Decree 44/2016/ND-CP and is issued for groups 1, 2, 5, 6.
• Accordingly, the certificate size is 13 cm x 19 cm, and its cover is sky blue.

• The inside of the certificate has a white background, and the content is shown as in the image below.

Occupational safety card

• The occupational safety card is specified in detail in form 06, appendix II of Decree 44/2016/ND-CP.
• Group 3 workers will be issued an occupational safety card (commonly referred to as occupational safety certificate for group 3).
• Accordingly, the card size is 60 mm x 90 mm, and the contents of the front and back sides are shown as in the image below.

The employer can issue a group 3 safety card to trained workers after they meet the training requirements and have a labor contract between both parties.

Training monitoring book

• The monitoring book for trained workers in groups 1, 2, 5, 6 is specified in detail in form 09, appendix II of Decree 44/2016/ND-CP.
• The monitoring book for group 3 is specified in detail in form 10, appendix II of Decree 44/2016/ND-CP.
• The monitoring book for group 4 is specified in detail in form 11, appendix II of Decree 44/2016/ND-CP.
• For group 4, only the monitoring book is issued without a group 4 safety certificate.
