Occupational Safety and Health Training Certificate

Occupational Safety and Hygiene Training Certificate, also known as a Safety Certificate, is a standardized design issued under Decree 44/2016/ND-CP, effective from July 1, 2016. This certificate is issued to workers in groups 1, 2, 5, and 6 upon completing occupational safety and hygiene training. It is sometimes mistakenly referred to as a Group 1, 2, 5, 6 safety card.

1. Design Specifications of Occupational Safety and Hygiene Training Certificate for Groups 1, 2, 5, 6

The design specifications of the certificate are detailed in Form 08, Appendix II of Decree 44/2016/ND-CP. The specifications include:

• Certificate size: 13 cm x 19 cm
• The front cover background color is sky blue

• The certificate is valid only when signed and sealed by the head of the training organization and attached with a 3×4 cm color photo of the trainee.

2. Positions Eligible for Occupational Safety and Hygiene Training Certificates

The job titles and positions listed under groups 1, 2, 5, and 6 are indicative. The actual training group depends on the nature of the employee’s duties. Below are common positions for each group that regularly receive occupational safety training:

a. Group 1

3. Regulations on Issuing Safety Certificates for Groups 1, 2, 5, 6

• Recipients of occupational safety certificates in groups 1, 2, 5, 6 must belong to these groups as defined in Article 17 of Decree 44/2016/ND-CP and amended in Decree 140/2018/ND-CP.
• Group 1, 2, 5, 6 employees must receive occupational safety training from trainers with a university degree or higher and at least 3–4 years of experience in policy-making, legal management, inspection, and occupational safety oversight.
• Training duration must comply with regulations for each group, including theoretical instruction, practical training, and assessments.
• Employees must complete safety tests after training, achieving at least 80% to qualify.
• Certificates are issued by training centers licensed with Occupational Safety and Hygiene Training License from the Department of Safety under the Ministry of Labor – Invalids and Social Affairs.

Note: Group 6 employees must complete training in one of the other groups before participating in occupational safety training and receiving a Safety and Hygiene Staff Certificate.

4. Validity of Occupational Safety and Hygiene Training Certificates

Certificates for groups 1, 2, 5, 6 are valid for 2 years. Within 30 days before expiration, employers must prepare a list of employees with their training results or documents proving updated occupational safety knowledge and skills, in accordance with Clause 1, Article 21 of Decree 44/2016/ND-CP, and submit it to the training organization or conduct in-house training as regulated in Articles 26 and 29. Qualified employees will be issued new certificates.
