What is a Group 4 Monitoring Log?

Workers in Group 4, after completing occupational safety training, will not be issued an Occupational Safety Certificate or an Occupational Safety Card, but will only receive a Group 4 Training Record Book as prescribed in Article 24 of Decree 44/2016/ND-CP.

The Group 4 Training Record Book certifies that the worker has undergone occupational safety training and functions similarly to an Occupational Safety Training Certificate or an Occupational Safety Card.

1. Design Specifications of the Group 4 Training Record Book

The Group 4 Training Record Book template is detailed in Form 11, Appendix II of Decree 44/2016/ND-CP. The specifications of the template are as follows:

• The Decree 44/2016/ND-CP does not specify the color of the record book content.

• The record book is valid when signed and sealed by the head of the occupational safety training unit.

2. Positions and Roles That May Belong to Group 4

Group 4 positions are indicative and do not cover all cases. The criterion for classifying workers into Group 4 is those not included in Groups 1, 2, 3, 5, or 6.

Common positions trained in occupational safety for Group 4 include: interns, secretaries, storekeepers, janitors, managers, sales staff, interpreters, accountants, office staff, security personnel, receptionists, etc.

3. Validity Period of the Group 4 Training Record Book

• The Group 4 Training Record Book is valid for 1 year.
• Within 30 days before the record book expires, the employer must prepare a list of workers for re-issuance along with training results or documents proving updated knowledge and skills on occupational safety and hygiene according to Clause 1 Article 21 of Decree 44/2016/ND-CP, and send it to the training organization or self-training enterprise as regulated in Articles 26 and 29 of Decree 44/2016/ND-CP. If the training results meet the requirements, a new record book will be issued accordingly.

4. How to Obtain a Group 4 Training Record Book

• The recipient must be a Group 4 worker as specified in Article 17 of Decree 44/2016/ND-CP and amended in Decree 140/2018/ND-CP.
• Group 4 workers must be trained by individuals with a university degree or higher, having at least 3–4 years of experience in policy, law, management, inspection, or safety and hygiene supervision.
• Workers must complete a training course of at least 16 hours, including theory, practice, and evaluation.
• Workers must complete and pass the assessment test covering the safety knowledge taught in Group 4 training.
• Attend the Group 4 Occupational Safety Training course at An Toàn Nam Việt.
