Occupational safety training time depends on many factors such as type of work, occupation, etc. However, the exact total training time for each group is specified in Article 19 of Decree 44/2016/ND-CP

• Group 1: 16 hours
• Group 2: 48 hours
• Group 3: 24 hours
• Group 4: 16 hours
• Group 5: 16 hours
• Group 6: 4 hours

c. Content of the training course

Occupational safety training content includes the necessary knowledge and skills to minimize the risk of labor accidents, ensuring the safety of workers and the assets of the business. Specifically, occupational safety training may include the following contents:

1. Knowledge of labor safety law, regulations on occupational safety of the state and of the business.
2. Knowledge of risks and types of labor accidents in the working environment.
3. Skills and methods of using personal protective equipment and general protective equipment.
4. Methods to minimize the risk of labor accidents, ensuring safety during work.
5. How to handle dangerous situations and how to organize rescue when labor accidents occur.
6. Knowledge of protecting the working environment.

In addition, the training content can also be adjusted to suit each type of occupation and specific working conditions.

d. Occupational safety training certificate

Certificate of occupational safety and hygiene training

• The sample of the occupational safety and hygiene training certificate is described in detail at form 08, appendix II of Decree 44/2016/ND-CP and they are issued to groups 1, 2, 5, 6.
• Accordingly, the sample certificate has a size of 13 cm x 19 cm, and its outer surface is sky blue.

Occupational safety card

• The sample of the occupational safety card is described in detail at form 06, appendix II of Decree 44/2016/ND-CP
• Group 3 workers will be issued an occupational safety card (in practice, it is also called a Group 3 occupational safety certificate).
• Accordingly, the sample card has a size of 60 mm x 90 mm, and the content on the front and back is shown as in the image below.

The employer can issue a Group 3 safety card to the person who has been trained in occupational safety after passing the test and having a labor contract between the two parties.

Logbook of trained people

• The sample logbook for trained people in groups 1, 2, 5, 6 is described in detail at form 09, appendix II of Decree 44/2016/ND-CP.
• The sample logbook for trained people in group 3 is described in detail at form 10, appendix II of Decree 44/2016/ND-CP
• The sample logbook for trained people in group 4 is described in detail at form 11, appendix II of Decree 44/2016/ND-CP
• Specifically for group 4, only a logbook is issued and not a Group 4 safety certificate.

• According to the report of the Department of Labor, Invalids and Social Affairs of Ba Ria – Vung Tau province, as of June 2021, there were 8 labor accidents in the province, killing 8 people and seriously injuring 1 person. The main causes of labor accidents in this locality are the lack of safety during work, the lack of vocational training for workers and the use of unsafe equipment and tools.

• For example, a labor accident at a rubber latex processing company: The victim was only 15 years old. A male worker who died from a labor accident at a rubber latex processing company branch was identified as being only 15 years old. On December 18, 2020, the Chau Duc District Police (Ba Ria – Vung Tau province) said they were still investigating and clarifying the cause of the labor accident that occurred at the rubber latex processing workshop of the Thai Quoc Bao Investment Co., Ltd. branch (referred to as Thai Quoc Bao company), which killed 1 male worker on the afternoon of December 16, 2020.
