Occupational safety training duration depends on various factors such as job type and industry. However, the exact total training time for each group is stipulated in Article 19 of Decree 44/2016/ND-CP.

• Group 1: 16 hours
• Group 2: 48 hours
• Group 3: 24 hours
• Group 4: 16 hours
• Group 5: 16 hours
• Group 6: 4 hours

c. Training Content

Occupational safety training content includes the knowledge and skills necessary to minimize workplace accident risks, ensuring the safety of employees and company property. Specifically, training may cover:

1. Knowledge of labor safety laws and regulations of the state and the company.
2. Knowledge of workplace hazards and types of occupational accidents.
3. Skills in using personal protective equipment and collective protective equipment.
4. Methods to minimize accident risks and ensure safety during work.
5. Procedures for handling dangerous situations and organizing rescue operations in case of workplace accidents.
6. Knowledge of maintaining a safe work environment.

Training content may also be adjusted according to specific industries and working conditions.

d. Occupational Safety Training Certificate

Occupational Safety and Hygiene Training Certificate

• The certificate format follows form 08, appendix II, Decree 44/2016/ND-CP, and is issued for Groups 1, 2, 5, and 6.
• The certificate measures 13 cm x 19 cm, with a light blue cover.

Occupational Safety Card

• The card format is described in detail in form 06, appendix II, Decree 44/2016/ND-CP.
• Group 3 employees will be issued a Group 3 occupational safety card (commonly called the Group 3 occupational safety certificate).
• The card measures 60 mm x 90 mm, with content on the front and back as shown below.

The employer may issue the Group 3 safety card to trained employees after verifying their qualifications and having a labor contract between the parties.

Trainee Monitoring Book

• The monitoring book for Groups 1, 2, 5, and 6 is described in detail in form 09, appendix II, Decree 44/2016/ND-CP.
• The monitoring book for Group 3 is described in form 10, appendix II, Decree 44/2016/ND-CP.
• The monitoring book for Group 4 is described in form 11, appendix II, Decree 44/2016/ND-CP.
• For Group 4, only the monitoring book is issued, without a Group 4 safety certificate.

3. Employment Situation in Dien Bien

• Dien Bien province is a mountainous province in Northwest Vietnam with difficult geographical conditions, mostly forest and seasonal rice land. Therefore, employment opportunities are limited and mainly concentrated in agriculture, forestry, wood processing, and tourism.
• According to the Dien Bien Department of Labor, War Invalids and Social Affairs, in 2021, the province recruited over 11,000 new employees, an increase of 1,500 compared to the previous year. However, most positions are low-skilled jobs with low wages.
