Thai Hoa Lien Son Industrial Park has gone through a journey full of difficulties and efforts to become a developed industrial center, making an important contribution to the economic development of Vinh Phuc province and the whole country. On September 3, 2009, the Prime Minister approved the inclusion of Thai Hoa Lien Son Industrial Park in the planning of industrial parks of Vinh Phuc province. With a planned area of up to 600 ha, the industrial park quickly attracted interest and investment from domestic and foreign enterprises.

Thai Hoa Lien Son Industrial Park is divided into two main zones. Zone 1, also known as Thai Hoa – Bac Binh Industrial Park, has been approved with a detailed planning area of 283.37 ha. However, the project currently does not yet have a synchronous infrastructure investor. Zone 2, also known as Lien Son – Lien Hoa – Hoa Son – Tu Du Industrial Park, has undergone the approval and adjustment of subdivision planning. With a planned area of 281.2981 ha, of which industrial land accounts for 76.64%, this zone has been approved for investment policy in phase 1.

Phase 1 of the project, with an area of 145.27 ha, has been approved for investment by Amane Investment Joint Stock Company with a total capital of more than 774 billion VND. The project will operate for 50 years, from 2021 to 2071. Thai Hoa Lien Son Industrial Park has been planned as a multi-sector industrial park, focusing on attracting investment projects in fields such as building materials production, agricultural and forestry product processing, food industry, textile and garment production, and consumer goods.

a. What is occupational safety training?

• The occupational safety training in Vinh Phuc is an intensive training course on occupational safety for those working in industries, construction, manufacturing, and occupations with high risk of labor accidents. This training course is organized by Nam Viet occupational safety training centers at Thai Hoa – Lien Son – Lien Hoa Industrial Park.
• In this course, trainees will be provided with the necessary knowledge and skills to ensure safety for themselves and colleagues during work. Training topics include legal regulations on occupational safety, identifying and assessing potential risks, methods of inspecting and maintaining safety equipment, first aid skills, and handling emergency situations.

Occupational safety training duration depends on many factors such as type of work, industry… However, the exact training duration of each group is stipulated in Article 19 of Decree 44/2016/ND-CP

• Group 1: 16 hours
• Group 2: 48 hours
• Group 3: 24 hours
• Group 4: 16 hours
• Group 5: 16 hours
• Group 6: 4 hours

c. Training content

Occupational safety training content includes the necessary knowledge and skills to minimize the risk of labor accidents, ensuring safety for workers and enterprise assets. Specifically, occupational safety training may include the following contents:

1. Knowledge of occupational safety laws, state and enterprise occupational safety regulations.
2. Knowledge of risks and types of labor accidents in the working environment.
3. Skills and methods of using personal protective equipment and common protective equipment.
4. Methods to minimize labor accident risks, ensuring safety during work.
5. How to handle dangerous situations and organize rescue when labor accidents occur.
6. Knowledge of protecting the working environment.

In addition, the training content can be adjusted to suit each type of industry and specific working conditions.

d. Occupational safety training certificate

Occupational safety and hygiene training certificate

• The occupational safety and hygiene training certificate form is described in Form 08 Appendix II of Decree 44/2016/ND-CP and is issued to groups 1,2,5,6.
• Accordingly, the certificate form has a size of 13 cm x 19 cm, and its outer side is sky blue.

Occupational safety card

• The occupational safety card form is described in detail in Form 06 Appendix II of Decree 44/2016/ND-CP
• Group 3 employees will be issued an occupational safety card (in practice also called occupational safety certificate group 3).
• Accordingly, the card has a size of 60 mm x 90 mm, and the content on the front and back is shown as in the image below.

The employer can issue a group 3 safety card to the trained employee after passing the requirements and having a labor contract between the two parties.

Training monitoring book

• The training monitoring book for groups 1, 2, 5, 6 is described in detail in Form 09 Appendix II of Decree 44/2016/ND-CP.
• The training monitoring book for group 3 is described in detail in Form 10 Appendix II of Decree 44/2016/ND-CP
• The training monitoring book for group 4 is described in detail in Form 11 Appendix II of Decree 44/2016/ND-CP
• Specifically, group 4 is only issued a monitoring book without a group 4 safety certificate.
