The management of issuing occupational safety training certificates and safety cards is regulated under Vietnamese labor safety and hygiene law according to Article 24 of Decree 44/2016/ND-CP. Accordingly, Decree 140/2018/ND-CP amended the title of Article 24 to “Management of issuing training certificates and safety cards” and removed provisions related to medical professional certificates from Article 24.
1. Regulations on Issuing Training Certificates
- Training organizations or qualified enterprises may issue **training certificates** to trainees in Groups 1, 2, 5, and 6 after passing the required tests and evaluations;
- Training Certificate follows Form No. 08, Appendix II, issued with Decree 44/2016/ND-CP.

2. Regulations on Issuing Safety Cards
- Employers issue Safety Cards to trainees in Group 3 after successfully passing tests. Training organizations issue Safety Cards for workers not employed under labor contracts;
- Safety Cards follow Form No. 06, Appendix II, issued with Decree 44/2016/ND-CP.
3. Regulations on Tracking Group 4 Trainees
- Employers record the training results of Group 4 trainees in a **Training Record Book** at their production or business facility;
- Training Record Book follows Form No. 11, Appendix II, issued with Decree 44/2016/ND-CP.
4. Monitoring Occupational Safety Training Certificates

- Training organizations, qualified enterprises, and business facilities maintain a record of issued **Occupational Safety Training Certificates**, **Safety Cards**, and the Training Record Book for Group 4 trainees following Forms 09, 10, and 11, Appendix II, issued with Decree 44/2016/ND-CP.
5. Reissuing Occupational Safety Training Certificates
- At least once every 2 years from the effective date of the Training Certificate or Safety Card, trainees must attend a refresher course to review prior knowledge and update skills in occupational safety and hygiene. Training duration must be at least 50% of the initial training. Medical staff update knowledge according to Clause 3, Point c, Article 73 of the Labor Safety and Hygiene Law.
- Group 4 workers receive periodic training at least once a year to review and update safety knowledge and skills. Duration equals 50% of the initial training time.
- If a worker has been trained within 12 months before transferring to a new job or after changes in equipment/technology, the training content already completed is exempted.
- If a facility stops operating or a worker is absent for more than 6 months, retraining is required before resuming work, with duration equal to 50% of the initial training.
