Occupational Safety Training for Group 3

1. What is Group 3 Occupational Safety Training

• Group 3 Occupational Safety Training consists of sessions that equip trainees with awareness on how to prevent occupational accidents for subjects belonging to group 3. Accordingly, group 3 includes people working in jobs with strict occupational safety and hygiene requirements or people working with equipment requiring strict occupational safety and hygiene as issued by the Ministry of Labor – Invalids and Social Affairs.
• The occupational safety training course helps group 3 workers recognize and prevent hazards, reducing the risks of occupational accidents while working.

2. Duration of Group 3 Occupational Safety Training

a. Initial training duration for group 3

• The total training duration is at least 24 hours, including examination time.
• 8 hours of theory on occupational safety and hygiene laws and policies
• 8 hours of theory on basic occupational safety and hygiene knowledge
• 4 hours of theory on specialized training content
• 2 hours of practical training on specialized content
• 2 hours of theoretical assessment at the end of the course

The safety training center will arrange the sessions according to the worker’s schedule. Usually, group 3 training consists of 6 sessions over 3 days, provided that the manufacturing enterprise can allocate continuous learning time.

b. Periodic training duration for group 3

Before the Group 3 safety card expires, workers must undergo a periodic occupational safety training course, with a duration of at least 50% of the initial training time.

Explanation: the total periodic training time for group 3 is at least 12 hours, including examination. Upon completion of the periodic training and passing the assessment, workers will have their Group 3 occupational safety card reissued or extended.

3. Content of Group 3 Occupational Safety Training

Each group 3 worker has different specialized tasks. Depending on the job, the specialized training content varies. For example, chemical safety training for workers handling chemicals, mechanical safety training for workers handling machinery.

4. Group 3 Occupational Safety Training Document Set

After completing the Group 3 occupational safety training and passing the assessment, workers are issued a occupational safety certificate along with a complete document set related to the training:

1. Training contract
2. Value-added tax invoice
3. Decision to open the occupational safety and hygiene training course
4. Attendance list
5. List of trainees who completed the course
6. Decision recognizing training results
7. Occupational safety card monitoring logbook
8. Occupational safety card

The occupational safety card clearly shows the worker’s name, date of birth, job, and specific work environment, along with training duration, red stamp, and signature confirming course completion. According to clause 2 of Article 24 of Decree 44/2016/ND-CP, there are 2 cases:

1. If the employer and employee have a labor contract, the employer must sign, stamp, and seal the group 3 safety card after the worker completes training and passes the assessment.
2. If the worker is freelance or seasonal, without a labor contract, the training unit must sign, stamp, and seal the card after the worker completes training and passes the assessment.

6. Disadvantages of Not Receiving Group 3 Occupational Safety Training

• Workers will not understand measures to prevent and minimize occupational accidents. Consequently, workers may suffer minor or severe injuries, and sometimes even death if a workplace accident occurs, creating a burden on families and society.
• When a workplace accident occurs, work progress is interrupted, negatively affecting production and increasing costs for the enterprise.
• Enterprises risk violating labor safety laws if employing workers who have not received occupational safety training. These violations are specifically fined under Clause 1 of Article 24 of Decree 28/2020/ND-CP as follows:
  • From 5,000,000 VND to 10,000,000 VND for violations involving 1 to 10 people
  • From 10,000,000 VND to 20,000,000 VND for violations involving 11 to 50 people
  • From 20,000,000 VND to 30,000,000 VND for violations involving 51 to 100 people
  • From 30,000,000 VND to 40,000,000 VND for violations involving 101 to 300 people
  • From 40,000,000 VND to 50,000,000 VND for violations involving 301 people or more
