Occupational Safety Training for Group 5

1. What is Group 5 Occupational Safety Training

• Group 5 Occupational Safety Training is a course that provides professional knowledge and skills in occupational safety and hygiene for trainees belonging to group 5. Accordingly, occupational safety training content is closely aligned with Article 18 Decree 44/2016/ND-CP. Positions that may belong to group 5 include: Doctors, Medical Officers, Health Staff, Nurses…
• The occupational safety training course will help group 5 participants understand the system of policies, laws, and professional practices in occupational safety and hygiene. In addition, participants will acquire skills in developing internal regulations, procedures, safety measures, inspection work, training and monitoring, as well as first aid for workplace accidents.

2. Duration of Group 5 Occupational Safety Training

a. Initial Group 5 Safety Training Duration

• Total training duration is at least 16 hours, including examination time.
• 8 hours of theory on the system of policies and laws regarding occupational safety and hygiene
• 7 hours of theory on professional practices in occupational safety and hygiene
• 1 hour for the final theoretical test at the end of the course

The safety training center will arrange the schedule into multiple sessions depending on the availability of employees. Typically, there are 4 training sessions for group 5, conducted over 2 days, provided the manufacturing company can allocate continuous learning time.

b. Periodic Group 5 Safety Training Duration

Before the Occupational Safety Training Certificate expires, employees wishing to renew it must attend a periodic occupational safety training course, with a periodic training duration of at least 50% of the initial training duration.

This means the total periodic group 5 training duration is at least 8 hours, including examination time. Upon completing the periodic training and passing the test, employees will be reissued and extended with the Group 5 Occupational Safety Training Certificate.

3. Content of Group 5 Occupational Safety Training Course

The content for granting the Certificate of Labor Health Professional has been removed from the group 5 occupational safety training program, with a duration of 29 hours (theory and practice).

The final course examination duration has also been reduced by 3 hours (from 4 hours to 1 hour).

In summary, the total duration of the group 5 occupational safety training program is reduced by 32 hours (from 48 hours to 16 hours).

This update and amendment are clearly stated in Clause 9, Article 1 of Decree 140/2018/ND-CP and Article 2 of Decree 140/2018/ND-CP

4. Group 5 Occupational Safety Training Certificate

• After completing the group 5 occupational safety training course and passing the test, employees will be issued a Group 5 Occupational Safety Training Certificate (also known as Occupational Safety Certificate group 5)
• The certificate will clearly display information such as: full name, gender, date of birth, nationality, citizen ID or personal ID number, position, and workplace. It also includes training duration, red seal, and signature confirming completion from the General Director of An Toan Nam Viet Safety Training and Environmental Monitoring Co., Ltd.

The target group for group 5 training includes medical staff such as doctors, nurses, and caregivers. Other cases, such as janitors, security guards, and technical staff working with medical machinery in hospitals or medical units, are not included in group 5.

6. Disadvantages of Not Receiving Group 5 Occupational Safety Training

• Individuals in group 5 will not grasp basic knowledge, systematic labor safety and hygiene policies, or occupational safety and hygiene work skills.
• They will not acquire the skills to perform safety tasks, establish internal regulations, inspection, training, monitoring, or first aid for labor accidents.
• Your enterprise risks legal violations of the labor safety law if employing workers who have not received occupational safety training. These violations are specifically fined under clause 1 of Article 24 Decree 28/2020/ND-CP as follows:
  • From 5,000,000 VND to 10,000,000 VND for violations affecting 01 to 10 people
  • From 10,000,000 VND to 20,000,000 VND for violations affecting 11 to 50 people
  • From 20,000,000 VND to 30,000,000 VND for violations affecting 51 to 100 people
  • From 30,000,000 VND to 40,000,000 VND for violations affecting 101 to 300 people
  • From 40,000,000 VND to 50,000,000 VND for violations affecting 301 people or more
